Is It Legal to Download X and TikTok Videos?

Downloading and owning are different. The creator owns copyright on publish. Platforms add ToS on top. What matters legally is what you do after you save.
Three layers to check
- Copyright: every X/TikTok post is copyrighted on creation, even without registration. Creativity plus fixation equals ownership.
- Platform ToS: TikTok allows Save when the creator enables it; bypassing disabled Save via third party is a ToS violation. X has no native Save : third party saves are grey but common for public posts.
- Your use: private offline viewing is low risk; reposting, editing into compilations or monetizing without permission is infringement and the most enforced action.

Fair use is a defence, not permission
US fair use and UK/Canada/Australia fair dealing can cover commentary, criticism, teaching and parody, weighed by purpose, amount and market harm. A reaction with analysis is stronger than an untouched repost. You raise it after a claim, not before.
Safe rules
- Download your own content freely; keep the master before posting.
- For others’ content, save for personal reference only unless you have written permission (DM with scope, duration, credit, exclusivity).
- Never strip attribution and never monetize without a license. Music in a TikTok is cleared inside TikTok, not outside.
